Inspector-General of Customs informs me he has received instructions from Nanking to notify (? his colleagues)

tomorrow that Consular invoice regulations will come into

force on September 1st with the following modification.

Goods shipped from port of origin from September 1st

without invoice and arriving in China during September and

October will pay five gold units.

Goods arriving without

invoice November and December will pay ten gold units.

January 1st full regulation will operate.
